Russ brings to Kite Services over thirty years of risk management and pool administration expertise. He assists school districts around the State from the Panhandle to the Gulf Coast with their risk management needs.  He also provides underwriting and management consulting to one of the most successful school unemployment groups in the Nation.  

Before Kite Services, he contributed over seventeen years of his career to the development of public entity pools and risk management consulting services with Edwards Risk Management (ERM). Russ began working at ERM consulting with individual public entities and then assisting in the creation of numerous risk management pools throughout the nation.  Russ served as Program Administrator and Chief Underwriting/Financial Officer to four risk management programs in Texas.  Over his seventeen year run at ERM, Russ created various risk management service strategies for loss control operations, lead all workers’ compensation / unemployment / property casualty consulting services, and oversaw pool program operations including all actuarial and audit pool reporting requirements.  Russ provided individual field services to clients throughout his career with ERM.

Prior to ERM, Russ worked as the Director of Cash Management Programs and Chief Investment Officer for the Texas Association of School Boards (TASB).  Russ developed the TASB cash management programs from their inception and served as its director for over five years.  Russ’ early financial career was with
the Marriott Corporation as an auditor/manager.

Russ is a member of the Texas Association of School Business Officials (TASBO) and serves on their Safety, Security & Risk Management Committee.
